Clinton County Arrest History
An arrest creates several records, not one unified file. The arresting officer or agency creates the incident and arrest report. Clinton County Jail creates an intake record when it receives the person, records the charges presented, takes fingerprints and an intake photograph, inventories property, and notes custody and bail. A local court then creates arraignment and release or remand entries. The District Attorney may later change or decline charges.
Clinton County arrests may be made by the Sheriff, City of Plattsburgh Police, Town of Plattsburgh Police, New York State Police Troop B, SUNY Plattsburgh University Police, or a federal agency near the border. Each keeps the records it creates. A later jail stay does not make the Sheriff custodian of a city, campus, state, or federal incident report.

The Sheriff and Clinton County Jail share 25 McCarthy Drive in Plattsburgh. Jail and patrol operate around the clock. A released or transferred person may no longer appear. Booking staff can supply an unknown booking number and confirm the details required for bail. Clinton County reports one jail at this address, with a capacity of 300. That facility fact does not show how many people are currently held.

- Submit a focused New York Freedom of Information Law request when an agency has an older existing record that is not available online.
After a transfer, use DOCCS Incarcerated Lookup for state prison custody. Federal custody is separate and appears through the Bureau of Prisons rather than Clinton County Jail.
Clinton County Booking and Bail
Remote bail at Clinton County Jail uses GovPayNet and accepts Visa, Mastercard, American Express, or Discover. Before paying, obtain the defendant’s name, date of birth, booking number, court and judge, and exact cash-bail amount from booking staff. Clinton County warns that card funds become the defendant’s property. The receipt and bail affidavit go to the defendant, and any later court refund is paid to the defendant.
The service charge is nonrefundable and rises with the payment: $20 through $200, $30 through $300, $40 through $400, $50 through $500, $75 through $750, $95 through $1,000, $110 through $1,500, $125 through $1,750, and $145 through $2,000. The fee is 8 percent above $2,000. These payment terms concern release from custody. They do not alter the Clinton County arrest record or prove the filed charge.
Routing Clinton County Arrest Requests
The county’s border, college, city, town, and sheriff jurisdictions make agency identification essential. Use the name on the report, appearance ticket, property receipt, or booking entry. A request sent to the wrong custodian can be denied because that office does not have the record.

FOIL requires an agency to make records available, deny access in writing, or acknowledge the request within five business days. An acknowledgment gives an approximate response date. It is not a promise that all records will arrive within five days. A written denial may be appealed within 30 days under Public Officers Law §89(4). The local form does not state a fixed copy fee.

Clinton Arrests Reach DCJS
For a fingerprintable offense, the arresting agency sends an arrest event and fingerprints into the DCJS system. The prosecutor and courts later report the indictment, disposition, and sentence.
